(KESAKO in french), What is it?

" TL9000 ' ' is a Quality measurement system dedicated to the industry of telecommunications.

This system is described in two books (Book 1 and Book 2).

In the first one, it defines, which requirements are mandatory to become compliant with ISO 9000, it concerns a product whether it is Hardware, Software or a service. It allows to pilot the supply chain‘s activities linked with a production (example: Hardware or Software) or the associated services (example: delivery or After-sales Services)

The second book aims at harmonizing metrics for Quality performances for a specific activity, this also allows the suppliers and the customers to compare the performance of these activities for one product.

A TL9000 certified company supplies to "QUeST forum" with regular interval of Quality metrics . The metrics are stored but also anonymous made and finally published and are available for consultation by the members of the QUeST Forum. These members are the customers and the suppliers.

What are the advantages?

1. A certified supplier TL 9000 is necessarily ISO9000 certified;
2. A customer (operateur of telecommunications) can ask to its suppliers metrics defined in the book 2;
3. The customer can compare metrics communicated by his supplier with the values made anonymous from the other suppliers. Roughly, place the cursor of its supplier between two values mini and maxi corresponding to the world production.

Conditions

The mode of calculation of TL9000 metric is defined for one product and varies with each product. Example: the performance metric of the delivery service " for a radio mobile antenna is differently calculated from one related to delivery for an electronic board. On the other hand, the mode of calculation is common in all for an identical product from various suppliers.

TL9000: is it really a specific telecommunication standard?

First designed as ISO9000 for telecommuncations, the TL9000 is made of 2 handbooks: Quality management systems and a rates system specific for products made of Hardware (H), Software (S) and Services (V). Will it stay long time only for telecommunication equipment?
